Article
I:
Name of Organization
Section
1.
The name of this organization shall be the Los Angeles Mission College
Associated Student Organization, hereafter referred to as the ASO
Section
1.
The purpose of this organization is to provide students the opportunity
of participation and development of student leadership skills.
a). Assisting in the promotion and development of individual student
organizations.
b) To provide student representation in all areas, including, but not limited to issues affecting students and the community.
Section
2.
To cooperate and work with administration on all levels of government,
included, but not limited to, Academic Senate and community organizations.
Section
1.
Membership in the ASO shall consist of the following:
a)
Registered students of Los Angeles Mission College who have paid the
ASO fee for the current semester.
b)
Faculty and staff members who have paid the ASO fee each semester
as adjunct membership.
Section
2.
Privileges:
a)
Only student members of the ASO may hold office.
b)
Members of the ASO may receive any benefits offered by this
association.
c)
Members of the ASO may join any ASO chartered student
organizations.
Article
IV:
Governmental Organization
Section
1.
The ASO Council shall be the governing body of this organization and
shall consist of an Executive Board and the Commissioners.
Section
2.
The Executive Board shall be elected as stated under Article VIII,
Section 1 and consist of the following:

Treasurer

Executive Secretary
Section
3.
The Commissioners shall consist of eleven (14) members who shall be
appointed by the President and confirmed by the Council.

Section 4.
The Executive Board shall meet with the Commissioners to form the ASO
Council, which shall legislate all resolutions, bylaws, and codes governing this
organization.
Section 5.
The Executive Board and the Commissioners shall have the option to
convene as separate bodies with the approval of the majority vote of the
Council.
Section 6.
Terms of office for Executive Board members shall consist of one year
with a limit of two years or as authorized by Board Regulations.
Section 7.
Terms of office for Commissioners shall be for two (2) consecutive
semesters.
Section 8.
All vacancies on the ASO Council shall be filled in accordance with
Article VI Section 4.
Article
V: ORGANIZATIONAL STRUCTURE
Section 1.
The organizational structure of the ASO shall consist of the following:
a.
Council, consisting of all elected and appointed officers.
b.
Judicial Branch, as defined in Article XI.
c.
Inter-Club Council (I.C.C.) as established under Article XIII.
d.
Standing Committees, as specified in the bylaws.
e.
Special Committees, as specified in the Bylaws.
Section

Executive Board
A. The President shall:
The duties and powers, whether expressed or implied are as stated:
The President shall:
1.
Serve as Chairman of the Council and presides over all Council meetings.
Exercise general supervision over all Associated Student Organization
Activities.
2.
Be a liaison between the administration and the students.
3. Prepare the agenda and post 72 hours in advance of each Council meeting. This should be reviewed with the ASO Advisor and Executive Board.
4.
Attend
meetings as required or requested.
a) Attend the student
government district wide meetings as called by the
student member of the Board of Trustees.
b)
Attend meetings of the California Community College Student Government
Association, Area Region 7.
c)
Attend campus committees, which include the College Council and student
Affairs, and College Foundation Committees.
When invited to other meetings, make every effort to attend these
meetings.
4.
Appoint
the student members of the Council to attend other significant
committees, which meet on a regular basis and discuss issues pertinent to
students on campus.
5.
Assume the responsibility to carry out the provisions of
the ASO Constitution and exercise such other powers as granted by this
constitution, or by the Council. Exercise
the power to appoint and dissolve as necessary with the consent of the Executive
Board.
7.
Perform other related duties:
a.
Supervise the activities of the ASO Secretary.
b.
Assist other Council members with their projects.
c.
Work closely with the ASO Advisor and office of Student Services.
d.
Post and maintain regular office hours.
e.
Promote the image and principles of the ASO.
f. Sign letters or documents
necessary to carry out the will of the Student
Council.
B.
The Vice-President
shall:
1.
Preside at meetings of Council in absence of President exercising all the
powers and
duties of the President.
2. Chair and preside overall meetings of the inter-Club Council but not vote except to break a tie or to establish a quorum.
3.
Coordinate all I.C.C. and club activities held on campus.
Schedule dates for
organized club day activities.
4.
Succeed to the office of the President, if the office should become
vacant before the expiration of the term. Act
as an aide to the President, carry out such duties as the President assigns in
accordance with your position.
5.
Inform all club representatives to I.C.C. of their rights and
responsibilities. Maintain close contact with faculty members who serve as club
advisors.
6.
Plan year-end recognition party for members of the I.C.C. and present
leadership certificates.
7.
Shall oversee attendance records and notify Executive Council members of
violation by letter.
C.
The Treasurer
Shall:
The Treasurer shall represent the Associated Students in all financial matters concerning the student funds.
The Treasurer shall:
1. Maintain
a record of the budget of the Associated Students as allocated and a
record of the remaining unallocated funds.
2. Shall serve as chair of the Finance
Committee (refer to Article XIV Section 4).
3. Give a
brief report or summary of the budget expenditures, remaining balances
and shall call attention to any usual items at each council meeting.
4. Verify
and sign all requisitions for the disbursements of funds of this association
according to the budget of the Student Council and subject to the policies
governing expenditures as governed by the Administrative Regulation of the Los
Angeles Community College District.
5.
Serve as a regular voting member of the Council and guide the Council (or
its agents) to sound financial decisions.
Implement as efficiently as possible, the decisions of the Council
Keep accurate records of all ASO expenditures and keep all members of the
Council aware of their budget status.
6.
Meet with the college President, the ASO President, or College Fiscal
Administrator as necessary to resolve budget problems.
7.
Articulate with various departments or offices on campus to explore any
requests for ASO funding.
8.
Convene Finance Committee meetings as needed and one before
the end of the Spring Semester to allocate funds for the upcoming academic year,
once the Business Office has been determined necessary.
Budget request forms from clubs, departments and programs, which will be
distributed and collected in a timely manner by the ASO Treasurer for the
Business Office.
a)
Convene in a closed session and allow sufficient time for deliberations
plus the amount of time needed to review the statements of interested parties as
determined by the treasurer.
b)
Review each request in terms of the overall budget allocation, determine
a recommended allocation, and prioritized any non-funded items.
In each area, determination should be made of the percentage of the
budget the committee wishes to allocate. The
individual request should be evaluated to determine where that money would be
spent.
c)
Once the Finance Committee has approved a proposed budget for
the upcoming school year, copies should be distributed to each
member of the Council for approval.
d)
Distribution to members of the Council should be far enough in advance to
allow each member of the Council not only to familiarize themselves with the
budget but review Finance Committee's recommendation of each item under their
area of responsibility with the students and faculty members who administer the
affected program.
e)
The Treasurer should make himself/herself available to any member of the
Council who wishes to discuss the Finance Committee's recommendation on any
specific item in the budget in the hope that specific questions can be answered
prior to the budget being formally submitted to the college administration for
final approval.
1.
In the interest of maximum communications between the Finance Committee,
the Council and departments administering ASO funds, the treasurer should
endeavor to meet with as many faculty members who administer ASO funds as is
feasible during budget preparation.
2.
No matter how hard the finance committee may attempt to impress upon
individuals requesting funds that they should itemize and explain each request,
there will still be some requests that are, if not unreasonable, then hard to
understand.
3.
The Treasurer is responsible for insuring that the money is used in the
best interest of the ASO and that only through full understanding of all
alternatives can the budget truly reflect the best interests of all the
students.
4.
Accordingly, every effort should be made to obtain adequate information
for the Finance Committee to make valid judgments concerning financial matters.
D.
The Executive Secretary shall:
This position is responsible for:
Scheduling of commissioners campus meetings and ensuring their
participation in Shared Governance.
a. The Executive Secretary will
make a weekly report as to the attendance of council members at these meetings.
b.
Maintain a calendar of events
c.
Coordinate the scheduling of any events, in order to prevent scheduling
conflict.
Any council member with three or more unexcused
absences from these meetings will be subject to disciplinary actions.
1. Be responsible for all correspondence for the ASO
President and the Executive
Council as a whole.
2.
Collect mail from office of Student Services and campus mailroom and
distribute it to the designated club or council mailboxes.
3.
Open all letters addressed to the ASO President, recommend any action to
be taken (i.e. requires an answer or a thank you).
If there is any research to be done, prepare it and give it to the
president.
4.
Prepare all correspondence
using the following guidelines:
a.
Use ASO
stationery including envelopes for all letters.
b.
Use modern (block) business letter format.
c.
Prepare all correspondence by members of Executive Board Council to be
signed by that member.
d.
Any correspondence relating to inter-school matters, requesting
information or material, or indicating school or ASO policies require the
signature of ASO advisor or Dean of Student Services.

Any inter-school correspondence should indicate-

In a recording secretary capacity shall:
1.
Type agenda and make copies prior to ASO Meetings, which are held every
Wednesday at 2:30 p.m. The agenda should be prepared and posted 72 hours prior
to the meeting. The same criteria are applied to record keeping and
preparation of agendas for the ICC meetings.
2.
Distribute copy of agenda and copy of minutes to officers and advisors,
either in mailboxes or at council meeting.
3.
During the meeting, the secretary is responsible for recording accurate
minutes.
Section
2.
Senators:
A. Senator,
Social Activities: Shall insure that all social activities be carried out
properly.
B.
Senator,
Editor-In-Chief: Shall oversee the publication of the ASO Newspaper
Resources for its publication shall be derived from advertisement.
C.
Senator,
Editor-In-Chief Assistant: Shall assist the Editor-In-Chief with all
assignments, publications & resources necessary for the ASO newspaper
D.
Senator, Recruitment: Shall be in charge of the recruitment of members to
the ASO.
E.
Senator, Fund Raising: Shall organize all fund raising activities with
the help of the Commissioner in charge of Marketing and the Fund Raising
Committee.
F.
Senator, Marketing: Shall conduct and coordinate all research for student
discounts at local business. Shall assist the Commissioner in charge of Fund
Raising.
G.
Senator, Community Relations: Shall be the liaison between the ASO and
its surrounding community. Shall
organize and coordinate all ASO community related activities and functions.
H.
Senator, Political Affairs: Shall coordinate and inform the ASO of all
political issues that affect the student body at large, through press
conference, rallies, and any other means necessary.
I.
Senator, Inter-Club Affairs: shall assist in the forming of new clubs and
shall serve as secretary of the Inter-Club Council.
J.
Senator, Educational Services: Shall coordinate and organize educational
workshops and forums
K. Senator,
Health Services: Shall coordinate and organize all functions related to health
awareness issues; shall carry out duties as representative to the Student Health
Services Committee on campus.
L. Senator of Technology: Shall be responsible for the development of new technology and information concerning current technology; shall be responsible for the creation and maintenance of the ASO web page.
M.
Parliamentarian: Shall ensure proper parliamentary procedure at all
Council meetings. he/she shall be familiar with the latest edition of Robert's Rules of Order, Newly
Revised Edition, and shall oversee that this constitution be enforced at
all times.
N.
Historian: Shall keep
records of all ASO activities, a calendar of events sponsored by the ASO.
Section 3.
Vacancies
a.
All vacancies on the ASO Council shall be filled by presidential
appointment subject to confirmation by two-thirds (2/3)-ballot vote of the
Council for the remainder of the vacated term.
b.
Should the office of ASO President become vacant for any reason the Vice
President shall become President, assuming not only the duties and powers of
that office but also the title. The
Executive Council shall then appoint a Vice President, with an absolute majority
vote needed for approval.
c.
In the event that both the office of the A.S.O. President and Vice
President become vacant, the Treasurer will assume all the powers and duties of
the A.S.O. President for a period of time not to exceed fifteen (15) school
days. He or she shall then appoint
an interim Vice President. During
that time, a special elections before the A.S.O. membership shall be held by
closed ballot for the office of President and Vice President.
d.
Any ASO Council member wishing to resign shall deliver his or her letter
of resignation to the ASO President. Resignation
will take effect after forty-eight (48) hours from delivery unless, during that
time, said officer delivers a letter to the ASO President in which he or she
revokes his/her letter of resignation
